At the concluding day of the Monsoon session of the Parliament, Information & Broadcasting Minister Ambika Soni introduced the Prasar Bharati Amendment Bill, 2010 in Rajya Sabha. The Bill was introduced on Tuesday August 31, 2010.
The Prasar Bharati Amendment Bill has been constituted on the basis of the recommendations provided by the Group of Ministers (GoM) constituted by the Government. The major recommendation that is being looked to bring into effect is regarding the status of the employees working with the public broadcaster.
As per the recommendation all government officers and employees shall continue to serve in the Prasar Bharati on 'deemed deputation' till the time of their retirement. Also, all employees working under deputation will get all facilities at par with Central government employees.
The Bill also provides that persons recruited after November 23, 1997, which is the date on which the Prasar Bharati was set up, and serving in it on the date of decision of the Group of Ministers -October 5, 2007, will also be treated as on deemed deputation basis in the Prasar Bharati and enjoy all Central government employees’ facilities.
With this Bill long standing issues of the employees’ status of Prasar Bharati will be resolved. Consideration of the Bill in Parliament is expected to happen during the Winter Session.
