By your question it seems that you are interested in Setting up a new cable headend unit.
This forum is dedicated to HITS only, however since you have asked, a brief is being given below.
a) You need to obtain license from Local POST Office.
b) You can then Setup CONTROL ROOM using various equipments which includes DISH Antenna, Receivers, Modulators etc.
c) You can approach the respective pay channels broadcasters for providing you their STB against your agreement of payment with them.
For setting and providing digital Signals to your customers you may opt for HITS from WWIL (Pls visit www.wwil.net)

Therefore, the vast majority of them are Multiple System Operators.LCO stands for LOCAL CABLE OPERATOR who receives the signal from MSO and then provide distribution in his local community, at every home or TV.The ROLE of MSO
MSO buys content in agreement with various broadcaster on an agreed fee, in return he charges the amount from LCO as Subscription charges, LCO or Subscribers has no role of interaction with broadcasters directly.

There are two existing license holder of HITS,
a) WWIL (Wire and Wireless India Ltd. ) for more visit www.wwil.net
b) NSTPL (Noida Software Technology Parks Ltd.)
While WWIL is already operational and have a significant number of down linking setup’s across INDIA. NSTPL has not started its operation.
We foresee more people apply for HITS License soon.

The answer to your question is YES. Since the signal received through HITS is Digital and Encrypted, a subscriber will have to use a Cable STB to decode the digital signal into Audio Video mode.
The cost and other things related with STB would vary from Operator to Operator, presently it is subsidised to Rs. 500 Approx. Plus taxes by existing operator wwil.

In HITS technology a Cable Digital Headend is being installed at one site and under HITS license the operator can uplink and downlink the signal using satellite instead of using traditional cable mode which has distance limits. In HITS since the signal is being carried over Satellite hence the limitation of distance does not exist, this way one HITS operator can distribute his signal to entire footprint of that satellite or in other words to entire INDIA.
Recently announced HITS policy (also available in www.mediamughals.com) allows both Ku Band as Well as C band Signal makes very easy business sense for all those who wants to have cable TV business PAN India. The signal from HITS Satellite can be downlinked at local cable operators place and can be mixed with its existing cable headend. The subscriber however has to use a cable Set Top Box in order to decrypt the signal at his place because HITS signal is digital.

As the brief policy has come, I am sure the respective authorities are working on this, there is a set protocol from Authorities that they consult with every existing operators who directly or indirectly gets effect of any policy.
We hope that soon we will have detailed HITS policy as well as GUIDELINES.

Since obtaining license is also being made easy, I hope every existing cable operator as well as DTH operator would like to opt for detailed policy and then perhaps they will take their call.

Thanks for your interest in HITS Technology.
While HITS operator does have solution whereby you can control (Delete / Stop / Pass) any channel coming from HITS operator (Satellite Feed). You can also add any number of LOCAL Channels whether from Satellite FTA or Audio Video by small other equipments.While you buy HITS downlinking if you want to have edit/delete functions for all the channels (whether FTA or PAY) you should opt for ADVANCE TRANSMODULATOR which provides you this feature, not normal transmodulator.Hope your query is answered.Keep querying!
